Kyoto City Private Lodging & Simple-Lodging Guide 2026

If you want to run accommodation in Kyoto, choose the legal framework before searching for a “minpaku-allowed property.” Home-sharing registration and simple-lodging licensing differ greatly in operating days, location, management, and procedures.

Important as of August 2026:In response to increasing neighborhood disputes involving private lodging, Kyoto City is considering tighter regulation with the aim of proposing ordinance revisions during FY2026.Do not treat proposals still under consideration as final rules is important.Kyoto City | 2nd Meeting on the Future of Private Lodging

2. Do not assume home-sharing means 180 usable operating days

National law allows up to 180 days, but in Kyoto City's residential-only zones the operating period is generally noon January 15 through noon March 16. If you build an annual business plan without checking zoning, the assumptions may be seriously wrong.

3. The “10-minute walk / roughly 800m” management requirement

Kyoto City's comparison table states that staff for simple lodging and on-site response managers for home-sharing should be inside the facility or at a location reachable within a 10-minute walk (roughly within 800m by route). Buying a property first on the assumption of fully unmanned operation is risky.

4. Home-sharing starts with prior consultation

In guidance updated July 2026, Kyoto City asks new home-sharing applicants to consult in advance at the counter. Bring floor plans and a neighborhood map and confirm emergency equipment and restricted operating areas.New notification under the Private Lodging Business Act

5. For simple lodging, first confirm the property can be licensed

Simple lodging has no annual day limit, but requires more checks on zoning, structure/equipment, front-desk or management systems, and neighborhood explanation. Confirm with lodging, building, and fire-safety authorities before signing a lease or sale contract.京都市 旅館業法関係手続

6. Enforcement also became stricter in 2026

From February 2026, Kyoto City tightened its response to home-sharing operators who fail to submit required bimonthly reports on time, with quicker escalation to improvement orders, fines, suspension orders, and publication.Stricter measures for failure to submit periodic reports

7. Checklist before viewing properties

  • Have you chosen simple lodging or home-sharing registration?
  • Have you checked zoning?
  • Is lodging prohibited by the lease or building rules?
  • Have you checked required fire/building work?
  • Have you planned how to explain the business to neighbors?
  • Can you build a management system within roughly 800m?
  • For home-sharing, did you calculate revenue using only legal operating days?
  • Have you checked the latest ordinance-revision discussions?

For lodging properties, pre-contract checks are critical.

A listing described as “minpaku-friendly” does not guarantee legal operation. Clarify the legal framework, permitted use, and management system before evaluating the property.
