Where to Live When Moving to Kyoto | Jobs, Rent & Renovating Older Homes

Moving to Kyoto is not the same as living near tourist sights. Think about access to work, rent, everyday shopping, and how to use Kyoto's large stock of existing homes. We include the option of renovating an older house instead of choosing only new construction.

1. Work backward from where you will work

If you work in Kyoto City, whether you use subway, Hankyu, Keihan, or JR will strongly shape where you live. If you work mostly remotely, room size and surroundings may matter more than station distance. If you are considering a move to a Kyoto company, also see the company-by-company “Work in Kyoto” guides to plan housing from the workplace location.

2. Rent differs significantly between central and outer Kyoto

AtHome's Kyoto City rent market, based on listed properties, showed Nakagyo, Shimogyo, and Minami higher in August 2026, while Kita, Sakyo, Yamashina, and Ukyo were relatively lower. Because property types are mixed, use this only as a rough area comparison.

行政区Listed-rent market reference
Sakyo WardApprox. ¥5.460,000
Kamigyo WardApprox. ¥5.920,000
Ukyo WardApprox. ¥5.750,000
山科区Approx. ¥5.440,000
Fushimi WardApprox. ¥6.300,000
Nakagyo WardApprox. ¥7.350,000
The market changes with the mix of listings and is not a like-for-like comparison of age, layout, or station distance. Compare actual properties under the same conditions.

3. Areas worth considering when relocating

Sakyo WardUniversity culture, Kamo River, and nature; good for people who like cycling and independent shops.
Kamigyo WardThe Imperial Palace and Nishijin become part of daily life; close to central Kyoto and easier to find older homes.
山科区JR, subway, and Keihan make central Kyoto and Shiga easy to reach.
Fushimi WardA broad area with flexible use of Keihan, Kintetsu, and subway lines.

4. In Kyoto, renovating an older home is a real option

You do not have to limit yourself to new condominiums. Kyoto has many older wooden homes and machiya that can be adapted through renovation. The idea is to preserve beams, gardens, or traditional passage spaces while upgrading plumbing, insulation, and seismic performance for modern life.

But do not choose an old home by appearance alone. Before buying, have professionals check seismic performance, leaks, foundations, insulation, plumbing, termites, and conditions for rebuilding or extensions.

5. FY2026 also includes support for existing homes and machiya

Kyoto City's “Machi no Takumi Plus” supports seismic and fire-safety upgrades for eligible machiya and wooden homes. For FY2026, full seismic renovations were announced with caps such as ¥3 million for machiya and ¥2 million for wooden homes.

For families with children buying an existing home and renovating it through a Kyoto City contractor, the “Kyoto Anshin Sumai Housing Support Grant” program offers a basic ¥1 million grant, rising to as much as ¥2 million depending on conditions. Moving into Kyoto City from outside the city is one possible additional condition.

6. A cheap old house is not automatically a bargain

Even if the purchase price is low, seismic, insulation, roof, and plumbing work together can become expensive. Compare total cost as “purchase + renovation + move + near-term repair reserve,” not just the property price.
